Allocation of housing to first-time buyers versus status holders

Status holders compete in the allocation of a social rental home with starters under the age of 65 below the rent allowance threshold. If 42,000 status holders move in annually, starters will have to wait one and a half times as long for a rental home. Below is a calculation assuming 30% starters and 140,000 allocations to tenants under the age of 65 with income below the rent allowance threshold based on the report “State of Public Housing – Annual Report 2019” and the recent “Inspiration bundle on young people and their future.”
